Carlos A. Peralta’s biography

President of the World Organization for Peace

Carlos Peralta was born in 1949 in San Nicolas, Buenos Aires province, Argentina. He is a writer, journalist and author of books of great value published in 18 languages under the pseudonym Carlos Fortunato Peralta. More information

Since 1976 he has been leading a team of professional journalists in 14 languages. Of his inventions, as much as 16 electronic devices particularly advanced have been patented and used in many hospitals around the world.

In 1979 he took part in the direction of EAH (Encuentro y Acercamiento Humano), whose base later moved to Sweden.

In 1981 he established “The Rome Trialogue”, which laid the basis for the mission “On the way to the Trialogue”. This organization’s goal is the meeting and understanding between Christians, Jewish and Muslims. In 1991 the European authorities of this organization including Giulio Andreotti, at that time President of the Italian Council, Susanna Agnelli, former Minister of External Affairs, Oscar Luigi Scalfaro, former President of the Italian Republic and Mr. Raffaello Fellah, Secretary General of the Organization, elected Carlos Peralta first Itinerant Ambassador of the Palestinian Israeli Peace mission.

Forerunner of the program “White Helmets”, Peralta laid the basis for the first OMPP WOFP project with the aim of becoming part of the United Nations system.

In 1988 along with former Brazilian football player Pelé, Edgard Iorio and coach Carmelo Faraone, Carlos Peralta founded the organization “Football 5” and planned the first championship in Buenos Aires and then in Miami. Currently more than 30,000 are the active “Football 5” playgrounds.

In 1991 in charge of the direction of the American campaign “Stop cholera” he worked side by side with epidemic specialist Carlos Ferreira Núñez. Thanks to the use of the so called “bleach drop”, the virus of cholera was eventually eradicated in America, where it had been causing so many deaths.

The campaign was supported by all the people that in 1972 succeeded in stopping the spread of the virus of cholera, including engineer Nello Police, at that time mayor of Naples, Doctor Juan Clos Incluse, Barcelona Health Service Counsellor and Professor Francisco Alcántara, Director of the Institute Santa Lucia in Barcelona. In that specific occasion a first satellite teleconference was organized, connecting 23 countries, during which the state of alert was declared and the most endangered countries were urged to take prompt action.
This was a noticeable step forward in the health protection.

Many ministers and secretaries of the United States Department of Health participated and followed with particular interest that first teleconference, helping the event gaining the attention of the mass media, raising awareness among the public opinion and mainly taking part in the satellite conference that, as before said, gathered 23 countries simultaneously to discuss the necessary measures to be taken in the health issue.

In 1991 Carlos Peralta, head of the press agency “Cadena CIN”, made contact with two Argentine Federal Police chiefs, Commissioners-General Jorge Omar Ramos and Jorge Passero, in order to promote a teleconference for criminality prevention. The INTERPOL chiefs of seven different countries joined the event.

The event called “Criminality and IT” and “Crime with no borders” was joined by high representatives of many international organization such as UNESCO, ILATID (Latin American Institute for Advanced IT and Law), CIREDIT (International Research Centre for IT and Telecommunications Law) IFCLA (International Federation of IT Law Association), INTERPOL and the Argentine Federal Police. This event became the first international congress about an issue on progressive diffusion, with the goal to stop its spread, and discuss on sanctions and preventive actions against computer crimes.

In the same year, following the Summit of Peace in the Middle East, which took place in Casa de Campo in Madrid, Peralta was elected Ambassador and Coordinator of a group of mediators composed by a Catholic Bishop of Madrid, a Palestinian Imam of Bethlehem and a Rabbi of Jerusalem. On 3 November 1991, when hope fostered by the Summit of Madrid was almost lost, the mediation process led by Peralta gave to the well-known handshake between the Palestinian and the Israeli leaders. In 1995 he organized and carried out a videoconference called “From Pole to Pole”, in which the Stomi Institute and the International Antarctic Institute took part, uniting Alaska to Antarctica for the celebration of the 50th anniversary of the United Nations foundation. In that occasion, CBS Alaska director, North Pole Eskimos and the commanders of the bases of Marambio, San Martin and Esperanza in the Argentine Antarctica, could start an open and simultaneous dialogue. The city of Buenos Aires was the centre of the operations and the connection.

In 1996 Peralta was in Madrid heading a Peace mission in cooperation with Catholic Bishops, Jewish Rabbis and Muslim Imams. In that situation he successfully managed to convince archbishop of Peru Juan Luis Cipriani – currently Primate Cardinal – to act as mediator in the negotiation for the release of hostages of the Japan Embassy in Peru. Thanks to his prompt intervention, more than 100 people were saved.

In 1999 while travelling across Brazil to receive the Message of Peace to the world from President Cardozo, Peralta was informed of a popular rebellion near Asunción, Paraguay, so he decided to take action and meet General Lino Oviedo, held in a military prison and then released to lead the Armed Forces. With a clever diplomatic action, Carlos Peralta reminded the General the Mission of Peace that they both had attended together with delegates of the Vatican, Rome and Madrid convincing Oviedo to avoid a violent attack and, in this way, avoid the sacrifice of innocent victims.

General Oviedo followed Peralta’s suggestion and refused his appointment as commander declaring: “I do it for my country’s sake, so that there will not be useless bloodshed anymore”. Then General Oviedo left Paraguay and took refuge in Argentina giving a peaceful end to the revolutionary bloody rebellions.

In 2001 Carlos Peralta established the World Organization for Human Compensation (OMCH) and became its president. The organization fosters an innovative programme of exchange with the aim to fight and reduce the plague of hunger in the world.

As General Director and author of the project, started in 1990, of collection of exclusive Messages of Peace written and signed by the heads of the United Nations member states, Peralta contacted Secretary General Javier Perez de Cuellar. The project was interrupted by the outbreak of the Gulf War, but Peralta kept on meeting representatives of many countries and delegates of External Affairs of a number of countries, firmly convinced that nothing could stop an action of Peace.

In 1998 Peralta got back to the base of the United Nations in New York, together with a Catholic Bishop, a Jewish Rabbi and a Muslim Imam. The following year he received the opening message of the book “Messages of Peace for the New Millennium”, written by the Secretary-General of the United Nations Kofi A. Annan. In 11 years Carlos A.Peralta participated in many conferences aimed at urging governments, ministries, embassies and missions to support Peace programmes. In these gatherings, the value of participation and cooperation in the collection of the Messages for the Peace written by heads of UN member states is declared of major importance.
This impressive Mission of Peace led to the creation of the project “Messages of Peace for the New Millennium”, which contains 192 Messages of Peace from the heads of UN member states and Secretary-General Kofi A. Annan addressed to the world. This project aims to be a tribute to the tireless work that the United Nations has carried out during 50 years to foster Peace in the world.

To implement this project Peralta travelled to 85 countries, assisted by a group of counsellors and translators and supported by the selfless contribution of Cadena CIN, the Swiss publisher Graphic Design and many public and private institutions that made possible communications, meetings and travels around the globe. All this gave Peralta the possibility to interact and dialogue with diplomats, governors and representatives of different cultures and religions – everyone welcoming this project “for a culture of Peace and wellbeing”.

Afterwards, Carlos A. Peralta participated in missions of Peace and mediation in conflict-torn countries or countries with internal difficulties. For example, he successfully acted as itinerant Ambassador during the Pakistan-India conflict, helping the achievement of the current agreement between the two countries.

FIFA President Joseph S. Blatter, six Continental Confederations and 207 national associations participated in Carlos A. Peralta’s new mission of Peace “Football and Peace in the World”.
All the presidents of these international football institutions gave their personal Message for Peace. The whole collection was presented during the 2006 World Championship in Germany in a preview show, followed then by the official presentation to 203 countries held on September 21, 2006, thanks to FIFA mediation. This date was chosen to celebrate the World Peace Day, established by the UN, and the International Fair Play Day, established by FIFA.
Since 2002, all these collaborations have brought to the organization of hundreds of football matches to honour sport and Peace. In view of the goals achieved, everyone can say that nothing is impossible to sport and football. More Information

In 2005 Peralta is elected President of the World Organization for Peace WOFP/OMPP, based in Geneva, Switzerland, coming into office in June 2006. Since the day of his election, Carlos Peralta promoted WOFP initiatives in many congresses and conferences, underlining the funding principles “No to terrorism”, “No to war”, “Yes to human life”.

WOFP works to make people understand the importance of human contribution to support dialogue and pacific coexistence, as expressed by the United Nations, a reference organization, supported by 192 member states and unique organization to define the way to a better future for humanity.

WOFP was established as an extension of the OPP (Organization for Peace) founded in 1991 and headed by Peralta.

In August 2006 Peralta participated in the mediation process in Israel, Lebanon and Palestine urging a permanent cease-fire.

In September 2006 in Tirana, Albania, during the “NATO Science for Peace Programme”, a congress organized by NATO, Carlos A. Peralta presented the project called “All for a culture of Peace”, a project addressed to different educational levels and linked to the opening of 160 new Universities for Peace in 115 countries across the world, aimed at fostering a culture of Peace.
